The East Kalimantan Provincial Government has received an incentive to reduce carbon emissions through the World Bank in the amount of USD 20.9 million or IDR 313 billion.
The payment was stated in the signing of the incentive payment agreement for East Kalimantan within the framework of REDD+ and the FCPF program.
The signing was witnessed by the Governor of East Kalimantan, Isran Noor together with the Minister of Forestry and Environment (LHK), Siti Nurbaya Bakar, Tuesday (28/2/2023).
It is known that East Kalimantan has managed to reduce carbon emissions by around 30 million tons of CO2 equivalent and the World Bank assessed it by 22 million tons of CO2 equivalent.
With this success, East Kalimantan will receive USD 110 million or IDR 1.7 trillion, which will be paid through BPDLH to the East Kalimantan Provincial Government.
"We are grateful that today an agreement has been signed for the payment of FCPF-CF incentives for East Kalimantan, from the first payment. Which was signed by the Ministry of Finance's BPDLH together with the East Kalimantan BPKAD and regencies/cities throughout East Kalimantan," said Isran, Tuesday (28/2/2023).
"Later, many other provinces that have reduced exhaust emissions will follow the example of East Kalimantan," he continued.
An incentive of IDR 313 billion will be distributed to the East Kalimantan Provincial Government and 8 districts/cities in the amount of IDR 260 billion.
An allocation of IDR 150 billion will be distributed to 441 villages through institutions appointed by the East Kalimantan Provincial Government.
"We are proud, just do it. Coordinate as soon as possible because the funds are already there, just waiting to enter the regional treasury," he said.

"One of the big industries in Europe is Mercure, which is based in Geneva, I will meet with you on October 4. And actually many companies are interested, even the price is very suitable, not 5 dollars per ton, basically between 30-45 dollars per ton," he said.
He added that in the workshop itself various thoughts would be generated, where the thought model was hoped to be made simple and implementable. This activity is also in accordance with Presidential Decree Number 98 of 2021 which also encourages the implementation of green investment.
"Actually, in East Kalimantan, green investment has been implemented for a long time, it is already underway, only improvements are needed," he explained.
The reason why this workshop was held in East Kalimantan, Isran added, was so that East Kalimantan could maintain the achievements it had achieved. Apart from that, East Kalimantan also helps the government in making the necessary technical and detailed regulations for the Carbon Trade.
The Governor of East Kalimantan, Isran Noor himself, some time ago succeeded in negotiating the sale of 1 million tons of CO2e from the excess emission reductions in East Kalimantan for the 2019-2020 period to the Carbon Fund, an institution under the World Bank.
This agreement was announced after two days of in-depth meetings in Washington DC, United States some time ago.
As is known, East Kalimantan has succeeded in reducing its emissions by 32 million tons of CO2e, exceeding the emission reduction target of 22 million tons of CO2e set by the Forest Carbon Partnership Facility Carbon Fund (FCPF CF) program during the period 2019 to December 2020.
This means there is an excess emission reduction of 10 million tons of CO2e that can be traded.
"From the excess emission reduction, the Carbon Fund agreed to buy one million tons of CO2e at a higher price than the first payment," he said.
With the 23 million tons of CO2e that have reached an agreement, Isran has also partnered with the International Finance Corporation (IFC) to market another 9 million tons of CO2e.
"IFC will help East Kalimantan market the remaining 9 million tonnes of CO2e emission reductions to multinational private parties such as Google, Delta Airlines, Microsoft, IKEA, Shell, Unilever and BP," he said.
There are three trading models that can be implemented, namely through a bilateral trading system, an auction process, and registration on carbon exchanges.
The bilateral trade process can take 2-6 months, while the auction process can be prepared in one month and the transaction lasts only one to three days.
According to Isran, the auction process is safer because the buyer who wins the auction will directly transfer payment to the seller through the auction agent.
"This provides guarantees to sellers and minimizes the risk of default that could occur in bilateral trade," he explained.
Meanwhile, this achievement opens up opportunities for other provinces in Indonesia to follow in East Kalimantan's footsteps in turning emission reductions into revenue opportunities.

Dinas Lingkungan Hidup – DLH Provinsi Kaltim menggelar Workshop dengan tema "Pelaksanaan Nilai Ekonomi Karbon (NEK) dan Program Penurunan Emisi Gas Rumah Kaca (GRK) Berbasis Hutan dan Lahan Di Provinsi Kaltim" di Ballroom Hotel Novotel Balikpapan, Selasa 29 Agustus 2023. Workshop yang dibuka secara langsung oleh Gubernur Kaltim – Isran Noor ini diselenggarakan untuk memperkuat kebijakan nilai ekonomi karbon (NEK) dalam mencapai Nationally Determined Contribution (NDC) serta implementasi Program Forest Carbon Partnership Facilities Carbon Fund (FCPF-CF) kepada para pihak di Kalimantan Timur.
Kepada sejumlah wartawan Gubernur - Isran Noor mengatakan, bahwa kita tidak mungkin terus bergantung pada kekayaan sumber daya alam tak terbarukan seperti minyak, gas dan batu bara yang potensinya terus berkurang dan pada saatnya akan habis. Karena itu, pemahaman terhadap substansi dari workshop ini menjadi penting bagi semua pihak, baik yang menyangkut kebijakan, peran para pihak, mekanisme, tata kelola hingga proses perhitungan emisi GRK serta validasi dan verifikasi unit karbon. Isran menambahkan, workshop ini merupakan pertemuan penting guna mendapatkan informasi dan arahan kebijakan serta langkah-langkah strategis di dalam melaksanakan kebijakan nilai ekonomi karbon dalam mencapai NDC.
Untuk diketahui, pada bulan maret 2023 lalu, Kaltim telah menerima dana dari Bank Dunia melalui program FCPF-CF senilai 69,15 miliar sebagai pembayaran dimuka atau down payment pembagian dana senilai 20,9 juta dollar AS dari total 110 juta dollar AS total dana yang harus diterima Kaltim. Dana kompensasi ini merupakan buah dari upaya Kaltim dalam komitmen menurunkan emisi gas rumah kaca dan Workshop tersebut digelar untuk mengimplemantasikan program FCPF-CF di daerah dan masyarakat yang meneriman dana tersebut. Gubernur Kaltim H Isran Noor menegaskan persoalan lingkungan adalah tanggung jawab bersama. Bukan hanya tanggung jawab masyarakat, pemerintah dan LSM, tapi juga negara-negara maju di dunia.
"Jangan kita disuruh menjaga hutan, tapi mereka yang justru merusak hutan duluan," tegas Gubernur Isran Noor saat membuka Workshop Pelaksanaan Nilai Ekonomi Karbon dan Program Penurunan Emisi Gas Rumah Kaca Berbasis Hutan dan Lahan di Provinsi Kalimantan Timur di Hotel Novotel Balikpapan, Selasa (29/8/2023).
Dia menjelaskan selama ini, negara-negara maju membangun industri besar mereka dengan merusak hutan dan kontribusi emisi yang juga sangat besar.
Mereka menuntut negara-negara pemilik hutan seperti Indonesia untuk konsisten menjaga hutan dengan berbagai kampanye, tapi mereka sendiri enggan membantu upaya penyelamatan hutan dan berkontribusi atas upaya-upaya tersebut.
Di sisi lain, negara-negara yang tergabung dalam Uni Eropa justru menyerang Indonesia. Salah satunya dalam bentuk larangan ekspor minyak sawit ke Eropa karena menilai perkebunan sawit di Indonesia tidak ramah lingkungan.
"Padahal mereka duluan merusak hutan. Mereka hanya menanam bunga matahari yang enam bulan harus dibabat dan rata lagi jadi tanah. Coba, lebih ramah lingkungan mana dengan perkebunan sawit?" tanya Gubernur.
Sawit berbentuk pohon. Usianya bisa sampai 30 tahun. Selama itulah, sawit akan menahan panas saat terik, menahan air saat hujan dan menyimpan air.
"Sawit kita juga banyak menghasilkan oksigen untuk dunia. Dan sawit di Kaltim khususnya, bukan ditanam di hutan. Tapi areal bukan hutan. Namanya, areal penggunaan lainnya atau APL," tandasnya lagi.
Selain itu, perkebunan sawit di Kaltim menjaga areal konservasi tinggi dengan beragam hayati dan habitat di dalamnya.
Dijelaskan pula oleh Gubernur Isran Noor, bahwa sejak lebih dari 10 tahun lalu Kaltim telah berkomitmen menjaga hutan dan lingkungan. Menjadikan isu lingkungan dalam RPJMD 2018-2013 dan menggaungkan Program Kaltim Hijau atau Kaltim Green.
