East Kalimantan Governor Isran Noor attended the 2022 Adipura Award and the Signing of the REDD + Forest Carbon Partnership Facility Carbon Fund (FCPF-CF) Incentive Payment Agreement.

The event, which was attended by the number one person on the Etam continent, was held at the Dr Soedjarwo Auditorium, Manggala Wanabakti Building, Jalan Gatot Subroto, Central Jakarta, on Tuesday (28/2/2023).

In an official statement obtained by Tribunkaltim.co, Governor Isran Noor expressed his gratitude for the signing of an agreement for payment of FCPF-CF East Kalimantan incentives.

Later, from the first payment by the Environmental Fund Management Agency (BPDLH), the Ministry of Finance, East Kalimantan Province BPKAD and East Kalimantan BPKADs.

The signing was carried out by the Main Director of the Environmental Fund Management Agency (BPDLH) Djoko Hendratto together with the Head of BPKAD for East Kalimantan Province, and the Heads of BPKAD for 8 (eight) districts/cities, namely Berau, Kutai Kartanegara, West Kutai, East Kutai, Mahakam Ulu, Paser, Penajam Regencies North Paser and Balikpapan City.

"Very proud of East Kalimantan Province. I hope it will be implemented and coordinated as soon as possible because the funds already exist and will be distributed immediately," he said.

It is known that East Kalimantan alone has succeeded in reducing carbon emissions by around 30 million tons of CO2 and the assessment by the World Bank is 22 million tons of CO2.

As previously reported, a sustainable economic development strategy was initiated in 2011.

In 2019, East Kalimantan included all carbon emission reduction programs included in the 2019-2023 Regional Medium-Term Development Plan (RPJMD).

The main target of the East Kalimantan Government's policy is to reduce greenhouse gas emissions from 25 percent in 2019 to 29 percent in 2023.

This effort is also carried out by the East Kalimantan Provincial Government, of course not alone.
All parties are invited to be equally committed to reducing carbon emissions.

Both the Regency/City government, TNI-Polri, the private sector, NGOs to the people who live around the forest.

The Forest Carbon Partnership Facilities-Carbon Fund (FCPF-CF) program managed by the World Bank or the World Bank, East Kalimantan is targeted to reduce carbon emissions and has started in 2020 until it ends in 2024.

The emission reduction target is 5 million tonnes of CO2 or equivalent to US$25 million in 2021.

Followed by 8 million tons of CO2 or equivalent to 40 million US Dollars in 2023.

As well as 9 million tons of CO2 or the equivalent of 45 million US Dollars in 2024, bringing the total to 110 million US Dollars.

He revealed that East Kalimantan had succeeded in reducing 25 million tons of carbon equivalent CO2 emissions in the first phase of the 2019-2020 period.

"The reduction in East Kalimantan's emissions from 2019 to 2020 has seen an achievement of 66 percent from 27.5 million tons of CO2 to 9.3 million tons of CO2 at the end of 2020," explained Governor Isran.

Meanwhile, in an official statement, Main Director of the Environmental Fund Management Agency (BPDLH) Djoko Hendratto explained that the MoEF's REDD+ program through the FCPF-CF began with the signing of a letter of intent (LoI).

The contents of this agreement are also listed with a performance-based payment scheme for reducing greenhouse gas (GHG) emissions in East Kalimantan Province on September 20 2017, then revised through LoI October 12 2019.

"With a potential fund of USD 110 million or Rp 1.7 trillion which will be paid to the Indonesian government through BPDLH to the East Kalimantan Province. For the performance of GHG emission reductions the East Kalimantan Provincial Government accompanied by the Directorate General of Climate Change Control (PPI) has succeeded in showing the performance and payment of the first RPP in form of advance payment and has been carried out by the World Bank," explained Djoko.
Furthermore, BPDLH has received USD 20.9 million or around IDR 313 billion and will be distributed to the East Kalimantan Provincial Government and 8 Regencies/Cities in the amount of IDR 260 billion.

Where IDR 110 billion will be through the APBD scheme and IDR 150 billion will be distributed to 441 villages through institutions appointed by the East Kalimantan Provincial Government.

"The allocation of these funds is intended for the operationalization of the implementation of the FCPF-CF program, incentives for parties that contribute to reducing emissions in the scope of East Kalimantan," he said.

In addition, there are also rewards for customary law communities (MHA) who carry out forest protection in East Kalimantan Province.

Performance-based payment or jurisdiction-based Results Based Payment (RBP) in the Province of East Kalimantan is the first payment that has occurred in Indonesia.

The success of GHG reduction through the REDD+ program has demonstrated to the global world that a green economic transformation has been carried out in Indonesia through the Province of East Kalimantan.
And can be a lever of economic growth and social welfare while maintaining the quality of the environment.

The Ministry of Environment and Forestry acts as the program administrator at the national level. The East Kalimantan Provincial Government acts as the administrator for the sub-national program. The Regency/City Government acts as a benefit manager and BPDLH acts as a trustee," said Djoko.

Five regions received awards in the form of the 2022 Adipura Certificate

Governor Isran Noor also expressed his pride that five regions from Bumi Mulawarman received the Adipura award today.

"Both the small city, medium city and golden city categories are very good and I hope they will continue," he said.

For information, there are four types of awards, namely Adipura certificate, Adipura plaque, Adipura trophy and the highest is Adipura Kencana.

While the target with international support at UNDC was 41% increased to 43.20% at ENDC.

Minister Siti Nurbaya Bakar also stated that the increase in the target was based on the latest national policies related to climate change, such as related sectoral policies, including FOLU Net-sink 2030, accelerating the use of electric vehicles, B40 policies, increasing actions in the waste sector such as sludge utilization. WWTP, as well as increased targets in the agricultural and industrial sectors.

"As part of efforts to achieve this target, the Ministry of Environment and Forestry is also developing zero waste, zero emission. In 2030, we are targeted to reduce emissions by up to 800 million tonnes. If 2060 approximately 1.8 giga tons, "said Minister Siti.

After the signing, the Main Director of BPDLH Dr. Djoko Hendratto stated that the receipt of carbon compensation funds for East Kalimantan was the first time such payments had occurred in Indonesia.

This payment is also a reward for regional governments that are able to carry out forest conservation efforts.

It is known that East Kalimantan Province has become a pioneer in reducing carbon emission programs in Indonesia. East Kalimantan entered into an agreement based on the signing of an Emission Reduction Payment Agreement (ERPA) between the Government of Indonesia and the World Bank's Forest Carbon Partnership Facility (FCPF) for activities to reduce emissions from deforestation and forest degradation (REDD+).

This program has the potential for performance-based payments to reduce greenhouse gas emissions in the Province of East Kalimantan on 20 September 2017 which was then revised on 15 October 2019.

The potential for these funds is 110 million US Dollars or the equivalent of Rp. 1.7 trillion which will be paid to the Indonesian Government through BPDLH to the East Kalimantan Province.

For the performance of reducing gas emissions, BPDLH has received 20 million US Dollars or around Rp. 313 billion and will be distributed to the East Kalimantan Provincial Government, and Rp. 260 billion to the district/city governments.

"Rp 313 billion will be channeled to the regional government of East Kalimantan and Rp 260 billion to district and city governments of Rp 110 billion and Rp 150 billion to 441 villages through institutions appointed by the East Kalimantan Regional Government," said Djoko Hendratto.

Djoko Hendratto also stated that BPDLH would oversee the funds according to the mandate and allocation of funds. For the operation of the FCPF program, it will be handed over to the contributing parties and indigenous peoples who protect the forest.

"This is worthy of being a model for other regions," said Djoko Hendratto.

In this way, the Government of Indonesia has received an advance payment for the East Kalimantan Province FCPF program in the amount of USD 20.9 million, which is intended for allocation of responsibilities, performance and also awards for the performance of all stakeholders in East Kalimantan Province towards reducing GHG emissions from the forestry sector. .

Meanwhile, the Governor of East Kalimantan, Isran Noor expressed his gratitude for the payment of incentives for reducing carbon emissions.

This program, which has had an incentive effect for East Kalimantan, is also thanks to the previous East Kalimantan Provincial Government during the time of governor Awang Faroek Ishak.

“In fact, the East Kalimantan Provincial Government does not expect money. At the time of Governor Awang Faroek how all kinds of icons, East Kalimantan Green, sustainable plantations, got money from the World Bank. The new 30 million tons of carbon dioxide equivalent can be compensated 22 million at 5 dollars per ton. Rather than nothing, not bad. There are still another 8 million that have not been compensated. Hopefully, by selling carbon alone, we can pay off the state debt," said Isran Noor. (dui)

Perusahaan Besar Eropa Minat Beli Karbon Kaltim Sebesar 30-45 Dollar Perton

Source : https://www.gerbangkaltim.com/perusahaan-besar-eropa-minat-beli-karbon-kaltim-sebesar-30-45-dollar-perton/

A number of large companies from European countries have expressed their request to buy East Kalimantan carbon. In fact, the price offered is 30-45 dollars per to.

This was stated by the Governor of East Kalimantan Irsan Noor after becoming the Kyenote Speech in the Workshop on Implementation of Carbon Economic Value and the Forest and Land-Based Greenhouse Gas Emission Reduction Program, in Balikpapan, East Kalimantan, Tuesday (29/8/2023).

"One of the big industries in Europe is Mercure, which is based in Geneva, I will meet with you on October 4. And actually many companies are interested, even the price is very suitable, not 5 dollars per ton, basically between 30-45 dollars per ton," he said.

He added that in the workshop itself various thoughts would be generated, where the thought model was hoped to be made simple and implementable. This activity is also in accordance with Presidential Decree Number 98 of 2021 which also encourages the implementation of green investment.

"Actually, in East Kalimantan, green investment has been implemented for a long time, it is already underway, only improvements are needed," he explained.

The reason why this workshop was held in East Kalimantan, Isran added, was so that East Kalimantan could maintain the achievements it had achieved. Apart from that, East Kalimantan also helps the government in making the necessary technical and detailed regulations for the Carbon Trade.

The Governor of East Kalimantan, Isran Noor himself, some time ago succeeded in negotiating the sale of 1 million tons of CO2e from the excess emission reductions in East Kalimantan for the 2019-2020 period to the Carbon Fund, an institution under the World Bank.

This agreement was announced after two days of in-depth meetings in Washington DC, United States some time ago.

As is known, East Kalimantan has succeeded in reducing its emissions by 32 million tons of CO2e, exceeding the emission reduction target of 22 million tons of CO2e set by the Forest Carbon Partnership Facility Carbon Fund (FCPF CF) program during the period 2019 to December 2020.

This means there is an excess emission reduction of 10 million tons of CO2e that can be traded.

"From the excess emission reduction, the Carbon Fund agreed to buy one million tons of CO2e at a higher price than the first payment," he said.

With the 23 million tons of CO2e that have reached an agreement, Isran has also partnered with the International Finance Corporation (IFC) to market another 9 million tons of CO2e.

"IFC will help East Kalimantan market the remaining 9 million tonnes of CO2e emission reductions to multinational private parties such as Google, Delta Airlines, Microsoft, IKEA, Shell, Unilever and BP," he said.

There are three trading models that can be implemented, namely through a bilateral trading system, an auction process, and registration on carbon exchanges.

The bilateral trade process can take 2-6 months, while the auction process can be prepared in one month and the transaction lasts only one to three days.

According to Isran, the auction process is safer because the buyer who wins the auction will directly transfer payment to the seller through the auction agent.

"This provides guarantees to sellers and minimizes the risk of default that could occur in bilateral trade," he explained.

Meanwhile, this achievement opens up opportunities for other provinces in Indonesia to follow in East Kalimantan's footsteps in turning emission reductions into revenue opportunities.

This was conveyed by the Governor of East Kalimantan, Isran Noor, at the event The Economic Value of Carbon (NEK) and the forest and land-based Green House Gas (GHG) emission reduction program which took place at the Novotel Hotel, Balikpapan, Tuesday (29/8/2023) this morning.

According to Isran, this amount of money is the realization of the first stage and there will be a second stage. "When the evaluation results are complete, they will be conveyed to the beneficiary communities. We also help prepare technical regulations to help regulate technical details related to this carbon and its development," said Isran.

Apart from that, in the carbon sale conducted by East Kalimantan, there are already those who are interested, namely companies from Europe and he plans to meet on September 4 next month. "Many are interested, the price is not 5 dollars but 30 dollars to 45 dollars per ton," explained Isran.

For this NEK activity, Isran welcomed it. "Hopefully this activity will produce ideas and produce workshops that are simple to implement," said Isran again.

Green investment has been underway for a long time on the Etam Continent and currently only improvements are needed. East Kalimantan is hosting the activity for the reason of maintaining current achievements so that their quality does not decline.

"Padahal mereka duluan merusak hutan.
